NC State University Career Banding Appeal Procedure

The Office of State Personnel (OSP) in conjunction with a state-wide transition team determines the career band and level assignments based on an established crosswalk. Supervisors may choose to appeal an assignment due to any of the following:

  • A position may be functioning at a different competency level due to skills and abilities demonstrated by the incumbent
  • A position's role is not viewed by management as being consistent with the role description of the assigned band

Within fifteen (15) working days after receiving written notification of the crosswalk assignments, supervisors have the option to appeal the band and/or level, using one the following processes:

To Appeal the Level (contributing/journey/advanced):
Supervisors should complete the NC State Career Banding Level Appeal form providing specific knowledge, skills, and abilities being demonstrated by the incumbent to support the requested level. Please use the competencies from the Competency Profile of the assigned band to complete the assessment.

To Appeal the Band:
Supervisors should complete the NC State Career Banding Position Description form explaining the primary purpose of the position and changes that have occurred that support the requested band and role description. Please use the competencies from the Competency Profile of the requested band to describe the key responsibilities.

When appeals are received in the Human Resources office, a Position Management Consultant will be assigned to review the request and may contact the supervisor to discuss the information if clarification is needed.
