NCFlex Plans
The Office of State Personnel offers NC State employees a variety of pre-tax benefit plans customizable to meet individual and family needs. Through participation in NCFlex benefit plans, employees have access to an immediate tax break and excellent benefit plans.
Who is Eligible?
Eligibility for participation in the NCFlex benefit plans begins with an employment status of .5 FTE (20 or more hours per week) in a permanent, probationary, or time-limited position (minimum 9-month contract period).
Note: Post-doctoral graduate students working as teaching assistants and /or research assistants are not eligible.
How Do I Enroll?
Employees must enroll within 30 days of first becoming eligible (typically 30 days from the date of hire); otherwise, enrollment and changes are permissible with a qualifying status change event or during annual enrollment. Enrollment outside of the initial 30-day eligibility period may result in additional waiting periods and proof of insurability.
Enrollment in NCFlex benefit plans is a paperless process, through the NCFlex Online Enrollment System. Once the initial 30-day enrollment window has expired, the next available window of opportunity occurs during annual enrollment or during a qualifying status change event. Federal laws regarding pre-tax benefit plans prohibit changing or canceling participation during the year unless a qualifying status change event occurs.
What Is the Effective Date of Coverage?
NCFlex benefit plans become effective on the first day of the month following the date of hire.
NC Flex Dental Plan
The NC Flex dental plan offers two open provider access plan levels designed to meet your needs. Each option allows you to select a dentist of your choice. Both are traditional plans that pay benefits based on usual, customary and reasonable charges. A High Option Plan provides more comprehensive care including orthodontic coverage for dependent children under the age of 19. When an employee enrolls outside of his/her initial 30-day eligibility period, waiting periods may apply for certain services.
Plan 1: High indemnity offers coverage for diagnostic, preventive, basic and major services for yourself, spouse, and dependent children up to the age of 19 or 26 if enrolled as a full-time student. Orthodontic coverage is available for dependent children up to age 19.
Plan 2: Low indemnity offers coverage for diagnostic, preventive and basic services for yourself, spouse, and dependent children up to the age of 19 or 26 if enrolled as a full-time student.

NC Flex Vision Care Plan
This plan, administered by Superior Vision (SVS), offers two schedules of benefits. To locate a provider in your area, visit the Superior Vision Services web site.
Plan 1 provides comprehensive vision care services including exams and materials such as glasses and contact lenses.
Plan 2 covers materials only (glasses, contact lenses, etc).

NC Flex Cancer Plan
The cancer plan, like the supplemental medical plan, is designed to provide specific benefit payments directly to the covered member for services related to the treatment of cancer and 29 other specified diseases. Two plan options are available with the primary difference being the amount of benefits paid. Coverage is available for employees, legally married spouses and dependent children to the age of 22, or 26 if a full time student.
