2009 - 2010 NCAA MANUAL

PRACTICE LOGS: Countable Athletically Related Activities must be monitored and submitted to the Compliance Office on a weekly basis.

PHONE LOGS: EACH COACH is required to maintain a phone log for their own records. If the Compliance Office staff has questions about phone calls in the Comply and Verify system, these logs will be used to explain any issues. Phone numbers for prospects should be submitted to the Compliance Office as soon as you begin making phone calls to the prospect.

CONTACTS & EVALUATIONS: Individual evaluations must be listed and rosters MUST be attached to all Contact & Evaluation logs. Please note that reimbursements will not be processed without rosters. Please submit all contacts & evaluations in a timely manner to ensure reimbursement.

  • No calls prior to July 1 of the prospect's junior year
Football
  • One call between April 15 and May 31 of the prospect's junior year
  • No additional calls prior to Sept 1 of the prospect's senior year
  • One call per week thereafter outside of a contact period
  • During a contact period, calls may be made at the institution's discretion
Men's Basketball
  • One call per month between June 15 of the prospect's sophomore year and July 31 of the prospect's junior year
  • Two calls per week beginning August 1 prior to the prospect's senior year
Women's Basketball
  • One call per month during April and May of the prospect's junior year
  • One call between June 1 and June 20 of prospect's junior year
  • One call between June 21 and June 30 of prospect's junior year
  • Three calls (no more than one per week) during July of the prospect's junior year
  • One call per week thereafter
  • NO COMMUNICATION may occur during the July Evaluation Period

Unofficial Visits

Unofficial visits are visits taken at the prospect's expense. When on an official visit:

The prospective student-athlete and his/her parent must sign the NLI within 14 days of issuance. You may not be present when the prospect is signing the NLI.

Please remember that there is a DEAD PERIOD Monday thru Thursday of the initial signing period. Unlimited phone calls may be made to the prospect on the initial signing date and two days following (Football may make phone calls during the 48 hours prior to 8:00am of the initial signing date).

Transfers/Transferring

A "Permission to Contact" letter must be on file in the Compliance Office prior to speaking with any student-athlete interested in transferring to NC State. You are NOT permitted to speak with any prospective transfer without Permission to Contact, even if the prospective transfer contacts you first.

In your Coaches Procedure Manual you will find a checklist to use when speaking with a prospective transfer. It is not all-inclusive, but serves as a sound reference for getting started. Please notify the Compliance Office of any potential transfers so that all necessary procedures are followed in a timely manner.

If one of your student-athletes approaches you about the possibility of transferring to another institution, you have several options:

When you deny a student-athlete permission to speak with another institution, that student-athlete is provided the opportunity to appeal. The Compliance Office will notify the student-athlete of the denial and appeal procedure.

Team Information

Beginning of the Academic Year:

Each team is required to submit the following at the beginning of each academic year, prior to the beginning of your season:

Each team is required to submit the following form prior to away-from-home competition. Please reference the travel guidelines when completing the form.

Occasional Meals

An institutional staff member may provide a student-athlete, or an entire team, with an occasional meal near campus on infrequent and special occasions. Reasonable transportation may be provided by the staff member. Boosters may host occasional meals, but they may only take place in that booster's home.

An occasional meal form must be completed by the coach, listing all the names of the participants and submitted to the Compliance Office for approval PRIOR to the meal.

End-Of-Season

A Participation Packet must be completed at the conclusion of the season. A hard copy will be mailed to you at the conclusion of your season.

The Compliance Office will set a due date for the submission of this information at the conclusion of the fall, winter and spring seasons.

Camps/Clinics

All camps & clinics must be conducted according to NCAA and NC State regulations. Please read the Camp Manual and consult the Compliance Office with any questions and/or concerns about camps & clinics. Also, please submit all camp paperwork in a timely fashion according to the designated deadlines.

Eligibility Center

Registering with the Eligibility Center can be done online or by filling out a hard copy registration packet and sending it to:

Please remind prospective student-athletes that the Eligibility Center MUST receive test scores from the testing agency. This can be done by filling in 9999 as one of the "schools" where the score is to be sent. If the prospect neglects to send the score when they take their test, a fee will be assessed to send scores at a later date. The Eligibility Center is no longer accepting test scores off of high school transcripts. Transcripts sent to the Eligibility Center must also be official, sealed high school transcripts.

Prospective student-athletes registering with the Eligibility Center for the first time will also sign up for the Amateur Clearinghouse. Prospective transfer student-athletes must go back and, using their PIN, update their status and register with the Amateur Clearinghouse. As always, please contact the Compliance Office with any questions.

Interpretations

Please be aware that it is now permissable to provide a meal or cash once student-athletes are released from an away-from-home competition even if the discretionary meals option was used during the trip.

 

Meals in Conjunction with Away from Home Competition (I)

Interpretation:

The committee determined that if an institution chooses the discretionary meals option for meals in conjunction with away-from-home competition, the institution may provide a meal or cash, not to exceed $15 (but not both), to student-athletes at the time of their release from team-related activities by the appropriate institutional authority.
