Eligibility Criteria
Eligibility Criteria 
The eligibility criteria for mandatory participation in a
retirement program, Teachers' and State Employees' Retirement
System (TSERS), or an optional retirement program (TIAA-CREF,
VALIC, Lincoln, or Fidelity) are set by the North Carolina
Retirement Systems Laws (G.S. 135-1.10). The North Carolina
Teachers' and State Employees' Comprehensive Major Medical
Plan (G.S. 135-40.2) outlines the same criteria to define
eligibility for the employer-paid portion of the State of
North Carolina's medical insurance. This memorandum summarizes
those criteria regarding benefits eligibility.
The following three (3) appointment conditions must be met
in order for an EPA/SPA employee to be eligible for participation
in a retirement program and for receipt of the employer paid
health insurance. The appointment:
- must be in a permanent job position on a recurring basis;
and
- must be to work 30(.75 FTE) or more hours per week; and
- must be for nine (9) or more months per calendar year
(each appointment is treated independently) .
International Employees
EPA employees in permanent resident, TN, H, J, or F visa
status are eligible for University paid/sponsored benefits
provided their appointment meets the eligibility criteria
above. (J and F visa status employees were not allowed to
participate in either TSERS or ORP prior to August 1, 2001.)
Please note that participation in the Teachers' and State
Employees' Retirement System (TSERS) or the Optional Retirement
Program (ORP) is mandatory for all employees provided their
appointment meets the criteria listed above.
Temporary Employees
An employee with the title of Research Associate (Post-doc)
or Intern (Post-doc) is in a temporary position and is not
eligible to participate in any University paid/sponsored benefits
except for the Post-doc health insurance plan.
